DUTIES:
The primary purpose of these positions is to plan, organize, direct, operate and evaluate the safety and occupational health program for the Directorate of Maintenance. The positions involve advising management of appropriate measure and alternative course of action which will achieve mission goals with a minimum risk of injury to personnel and damage to property. Incumbent performs a broad range of safety and occupational health duties in one or more areas of ground safety and occupational health. Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations. Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpret! ation of policies, standards, and regulations. Reviews plans and specif! ications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards. Provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operation areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuations procedures.

QUALIFICATIONS REQUIRED:
Basic Requirement -

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physic! s, chemistry, biological sciences, engineering, and industrial psychology.

Experience

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

Managing safety or occupational health program elements.

Developing and recommending safety and occupational health policy to higher levels of management.

Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.

Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.

Developing or implementing programs to reduce ! the frequency, severity, and cost of accidents and occupational illness! es.

Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.

Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.

Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.

Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar cer! tification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

SPECIALIZED EXPERIENCE

In addition to the basic requirements above, candidates must have at least one year of specialized experience equivalent to federal service at GS-09 (or equivalent pay schedule, pay band, etc.) or higher level. Specialized experience is defined as planning, organizing, directing, operating and evaluating a ground safety and occupational health program encompassing a full range of work operations.

The description of your work experience in your application (resume with acceptable format) must clearly demonstrate that you have gained and currently possess the following knowledge, skill, and abilities to satisfactorily perform the duties of the position being filled.

1. Knowledge of numerous established safety and occupat! ional health principles, practices, procedures, laws, regulations, and ! current legislative issues as they relate to the installation ground safety program.

2. Knowledge of the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and reporting procedures.

3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.

4. Knowledge of standard training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions.

5. Ability to plan, organize work, and meet deadlines.

OR

Ph.D. or equivalent doctoral degree OR Three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M, if related.

OR

Combination of education and experience, such as related education in excess of 36 semester hours (i.e. beyond th! e second year) of progressively higher level graduate education (leading to Ph.D. or equivalent doctoral degree), and some (but less than 1 full year) of specialized experience as described above.
